I am a Union rep in the Forest Service and we are pushing the Agency and OPM to implement the new Land Management Workforce Flexibility Act in the way Congress intended. The law is intended to allow long term temporary employees (24 months service) of Federal land management agencies to apply for Merit Promotion vacancy announcements like any other Federal employee. However, although the law was passed in August 2015, it hasn’t been implemented, and OPM’s guidance for implementing will essentially gut the law with respect to firefighters’ opportunities. We are urgently looking for some temporary fire fighters with 24 months (or more) service who would like to tell their story about not being able to apply for permanent jobs in the Forest Service, BLM, or DOI because this law has not been implemented.
