I am a Union rep in the Forest Service and we are pushing the Agency and OPM to implement the new Land Management Workforce Flexibility Act in the way Congress intended.  The law is intended to allow long term temporary employees (24 months service) of Federal land management agencies to apply for Merit Promotion vacancy announcements like any other Federal employee. However, although the law was passed in August 2015, it hasn’t been implemented, and OPM’s guidance for implementing will essentially gut the law with respect to firefighters’ opportunities.  We are urgently looking for some temporary fire fighters with 24 months (or more) service who would like to tell their story about not being able to apply for permanent jobs in the Forest Service, BLM, or DOI because this law has not been implemented.  Please contact me at baumann.nffe@gmail.com.

    Hmmm… I guess I don’t fully understand the way “perm” hiring works. I was under the impression all permanent fire positions are filled during the “fire hire” process. As a long time temp, who plans on seeking a perm position within the next few years, do I not have access to be a part of the fire hire pool of applicants? Someone please explain to me how one goes from being a temp. employee to being a perm one. And please explain how this “merit” law works cause I got this email last summer from my supervisor but didn’t quite understand it, and obviously still don’t. Thank You, Possibly a Future “Perm”

    a seasonal CAN apply for permanent jobs. In Region 5 if one has the qualifications after being a temp one can apply for a gs6 afeo position. other regions have the GS4 Lead Firefighter for engines or crews which are also permanent jobs. the problem is not that there is a merit list, its because people dont meet the qualifications, or are not the target demographic that the federal gov. wants to hire to be a more diverse agency
