A few years ago I ran into someone while working with a northern rockies team who had an app that could use georeferenced pdfs like avenza only it allowed users to, for example, make a drop point, or change line to contained, or mark spot fires, and it would update that info across the board for all users on that incident instantly. I think it was written by a team member who worked for DNRC. Can anyone advise if this is still out there and if so who to contact about it? Avenza is nice but the idea of being able to make changes on the fly is pretty cool.

Garmin Gps units can do that if you upload a custom set of waypoints. I have a set I got from a team that has all the standard fire map symbols as waypoints, branch, division and spitfire markings, as well as water holes, safety zones, and camps

The “Collector” app from Arc does this. You need an account to use it but I would think your unit’s GIS people could help with that.
